The Village of Streamwood did an audit of all the 
private parking lots in the village after my 
complaints and advocacy in 2013.  Streamwood
found about 150 handicap spaces missing, including
at some local schools and a fire station.
I know because I did a public records
request and saw the documents from the
audits.  The Daily Herald newspaper did 
some fine reporting in two articles:

Apparently, Streamwood did not learn the lesson
that when I complain about something, I mean it.
Streamwood itself (see snow pile) does not 
follow the rules laid out by the Federal 
Highway Administration (see above), namely that
all municipal sidewalks must be maintained,
and that includes clearing sidewalks of snow.

My walk to Walgreens was blocked by this snow pile, 
and it made me very angry to see this after 4 years
of asking Streamwood to take access seriously.

The first thing these local governments say is NO.  
Then their insurance providers say NO.  Then they 
say no in court.  Now we are going to get the final word
on this from the 7th Circuit U.S. Court of Appeals.  I am
100% ready to take it to the U.S. Supreme Court
if the Court of Appeals is incapable of giving me justice.

I want a precedent that will shout to the whole snow
belt that disabled people have access rights 
EVEN IN THE WINTER.
